Behind the Things, Conversations about Hoarding in Social Care

In this episode of Our Practice, Our Stories, Our City, Megan Rimmer is joined by Ian Porter for an honest and thought-provoking conversation about hoarding, exploring the experiences, relationships and stories that can sit behind what we see.

Together with Catherine Holden, they look beyond common stereotypes to discuss how hoarding can present across both Adult Social Care and Children’s Services, the importance of compassionate curiosity over judgement, and how relationship-based, restorative and trauma-informed approaches can support meaningful practice.

The conversation also explores the emotional impact this work can have on practitioners, the value of lived experience in shaping services, and the importance of working collaboratively across organisations to achieve better outcomes for the people we support.

You’ll also hear about the exciting developments taking place through the Hoarding Improvement Partnership, including the Symposium, the launch of peer support groups, new practice guidance and forthcoming eLearning resources.

Whether you’re a social worker, family support practitioner, occupational therapist, health professional, manager or partner agency colleague, this episode offers practical insights and thoughtful reflection for anyone working alongside people affected by hoarding.

Our Practice, Our Stories, Our City is the City of Wolverhampton Council Families Directorate podcast, sharing conversations that inspire reflection, celebrate practice and support learning across Adults and Children’s Services.

Neglect - exploring the Neglect Strategy, safeguarding and what this means for practice with adults

In this episode, we explore the Wolverhampton Safeguarding Together Partnership (WST) Adult Neglect Strategy – what it is, why it matters, and how it shapes the way professionals and services work together to support adults at risk of neglect. We unpack the key principles behind the strategy, including early identification, multi-agency collaboration, and person-centred approaches.

Through discussion and real-world reflections, we consider how neglect can present in different forms and the importance of professional curiosity, respectful challenge, and shared responsibility in safeguarding practice. This episode is part of our ongoing series highlighting the voices, experiences, and commitment of those working across Wolverhampton to keep people safe and supported.

Cuckooing

Cuckooing is a criminal offence under the Crime and Policing Act 2026 and is recognised as a form of modern slavery. It occurs when criminals take control of a vulnerable person’s home and use it for illegal activities such as drug dealing, money laundering, storing weapons, or exploitation.

Signs of cuckooing

At the property:

  • Unfamiliar people frequently coming and going
  • Visitors arriving at unusual times
  • Strong smells of drugs or chemicals
  • Covered windows or permanently closed curtains
  • Increased traffic outside the property
  • Anti-social behaviour or excessive noise

The victim may:

  • Withdraw from family and friends
  • Appear anxious, fearful, or distressed
  • Have unexplained injuries or signs of abuse

Often linked to county lines drug activity, cuckooing is estimated to affect around 10,000 vulnerable adults across the UK each year.

Learning Lessons Briefing - Beth

Safeguarding Adults Reviews (SARs) were introduced in the Care Act (2014) to inform and facilitate learning following the death of an adult at risk of abuse or neglect, and where there are concerns that partner agencies could have worked more effectively to safeguard and protect the adult at the centre of the review.

The purpose of a SAR is not to allocate blame or responsibility to an individual or organisation, but to identify ways of improving how agencies work, singly and together, to help and protect adults with care and support needs who are at risk of abuse and neglect, including self-neglect, and are unable to protect themselves (Department of Health and Social Care, 2020). This session will focus on the recommendations from the SAR below and will be delivered by the report author Nikki Holmes.
