Making Safeguarding Personal

Making Safeguarding Personal (MSP) is an approach that promotes an outcomes-focused model of safeguarding, supporting individuals to improve or resolve their situations in ways that matter to them. At its core, MSP is about ensuring that the person remains central to every stage of a safeguarding enquiry, from start to finish. MSP aims to deliver:

  • A person-centred approach where safeguarding is carried out with individuals rather than to them.
  • Practice that prioritises achieving meaningful changes in people’s lives, rather than focusing solely on processes such as investigation and closure.
  • An approach that draws on professional judgement and social work skills, rather than simply moving individuals through a set procedure.
  • A framework that helps practitioners, families, teams and safeguarding boards to understand what difference has been made.
What does MSP look like?

Agencies and services involved in adult safeguarding should adopt approaches that are led by the individual and focused on their desired outcomes. The Care Act 2014 reinforces the importance of a personalised approach that is guided by the person, not the system. It is essential that individuals feel listened to, remain in control, and are supported to shape the safeguarding process.

Making Safeguarding Personal goes beyond simply obtaining consent; it is about actively listening to what people want to achieve. This means providing opportunities throughout the safeguarding journey for individuals to express what changes they would like to see. These outcomes may include limiting or stopping contact with someone who poses a risk, making adjustments to care arrangements, receiving an apology, or pursuing matters through the criminal justice system.

MSP is embedded as a core principle that runs through all the work of the Wolverhampton Safeguarding Together Partnership.
